A: Conclusions
1. Tourism has received distinguished attention in most countries that have the elements of tourism, and therefore there has been a development in the number of tourists in the world and tourism incomes have increased accordingly, and the number of workers in the tourism sector has increased, and the majority were in the young age and of the opposite sex .
2. Tourism is not given the required attention in Iraq, despite the presence of tourism components from religious and historical archaeological sites .
3. The decrease in the contribution of the tourism sector to the national income as a result of the lack of interest in tourism in addition to the conditions that Iraq experienced during the previous periods .
4. The lack of security and stability had a clear impact on the lack of tourism during the three years that followed the year 2003, although the years prior to this date were not better in terms of tourism activity, as the siege had a clear impact on the lack of tourism over thirteen years .
5. The General Tourism Authority or its branches in the governorates were not effective, as they did not show their activities as they should, and this is evident through the commission's lack of knowledge of the number of entrants to the country and the type of missions for which they came .
6. The Arab and foreign investment did not have the opportunity to see the available investment opportunities that could be made available .
7. The absence of an appropriate and encouraging investment climate for Arab and foreign investors to come and take a decision to invest in tourism .
B: Recommendations:
In light of the conclusions reached, the researcher recommends the following :
1. Forming a Ministry of Tourism, activating the tourism authorities in the governorates, assigning their responsibilities to employees specialized in tourism, activating their activities, and restructuring these departments .
2. Create an appropriate and appropriate investment climate that emerges at the forefront of that security stability, and this is linked to general security and stability in Iraq, and we hope that this will be achieved after the formation of the national government .
3. Issuing encouraging and stimulating legal legislation for Arab and foreign investment, but the country's sovereignty, independence and wealth should not be compromised, ie according to the terms of Iraq's reservation of its sovereignty and management over investment projects inside the country .
4. Create and provide the missing tourist ingredients by working to provide the necessary facilities to provide these ingredients .
5. Employing unemployed specialists who are qualified in tourism specializations .
6. Creating and creating tourist attractions, as tourist demand creates .
